How We Work

Each year we identify some of the most pressing challenges facing the sector. We determine the major considerations at every stage from planning to operations to identify potential approaches that could help deliver benefits to the people using the infrastructure every day.

To do this we undertake research, hold workshops, host round tables, and dialogues, connect leading jurisdictions, and develop case studies to highlight best practices. We also partner with other key organizations and associations to help draw in their experiences and deliver solutions that will have an impact.


Chair: Olivia MacAngus, Colliers International

Olivia has led the Future of Infrastructure Group, serving as Chair since its inception in 2018. Olivia brings over 15 years of experience in infrastructure, procurement and government and is a regular contributor to expert panels on the topic of infrastructure. She is part of the Senior Leadership Team for Colliers Canada and is the Chief Development Officer for Colliers Project Leaders, a leading Canadian project management company, where she leads the company’s growth. In previous roles, Olivia has built a broad-based experience with Canadian infrastructure as part of owner, developer, investor, advisor, and political stakeholder teams.

Vice-Chair: Gareth Newlands, WSP

Gareth has 20-years experience across the built environment. He has in depth experience running operations, fundraising, investing in privately financed infrastructure as well as creating and managing Special Purpose Vehicles with clients in three continents.

Gareth is currently head of business development and a client executive with WSP Canada. In this role, he leads the work winning efforts of a team of 2,000 staff across all “vertical” infrastructure sectors including; healthcare, transportation (buildings), education, commercial, sports and stadia, workplace, mission critical, high-rise, government, science + technology, industrial, residential, retail, cultural and hospitality.

Vice-Chair: Rowan Mills, Colliers International

Rowan leads the Advisory team at Colliers Project Leaders. With over 15 years of experience across the Americas, Australia and European regions, his focus is to engage clients and develop innovative solutions to complex issues that ultimately lead to positive outcomes. Rowan leads business case development, creative partnering, joint solutioning, market soundings, financial analysis, transaction development and execution, due diligence, and post-closing advice for clients. Most notably he has recently been involved in landmark Canadian infrastructure developments such as the Port of Contrecoeur, Finch West LRT, Eglinton West Extension LRT and the Champlain Bridge.  

Vice-Chair: Lawren Green, Kiewit

Lawren is a Senior Vice President at Kiewit and brings over 10 years of experience in the industry. Lawren has a background in project development and finance with extensive experience structuring, bidding, and closing complex transactions in North America for both the private and public sector. Projects include bundled schools, complex laboratory buildings, roads, light rail, and North America’s first and only public-private-partnership for affordable housing.


Special Advisor: Martin Stickland

Martin is the founder and CEO of Evolve Infrastructure. He possesses over 20 years of experience in infrastructure and project finance. Prior to Evolve Infrastructure n 2017, Martin worked for Plenary Group, as the Group Head, Project Development and Partnering for the North American Business, having previously worked for 10 years in the Origination Group sourcing and bidding P3 opportunities in Canada and the US Successful projects include the Waterloo Light Rail P3, Highway 104, hospitals in Toronto, St. Catharine’s and North Bay as well as a Data Centre in Guelph. In his career, Martin has acted as a leader, developer, and equity provider and has a broad set of skills relevant to developing long term infrastructure assets.
